Another idea is to have a property tax threshold. If you would pay less than a certain amount in property tax you just pay zero. This would encourage more small homes. The housing market shouldn't be just small apartments to rent or mcMansions to own. We could get people off the rent cycle. It will help making owning cheaper than renting because if the landlord owns it they'll pay property tax and pass it to you. But if you own it there is no property tax because it's a small property and your only one.
