You can use your car without a license and registration if it is a conveyance - to freely get around. But once you say "driving" or you are a "driver" that indicates in legalese that the vehicle is used for commercial purposes, even if it's not. They get you on the wording.
Maritime law is all together different. Nations claim 200 miles of water around their coasts. Beyond that it's the wild wet. I am mildly curious to know what might be different with boats, "driving", and surveillance.
You gotta pay your protection money. Or maybe just maybe, someone might steal your stuff. Or hurt you. We wouldn't want that to happen. See, government performs an essencial function.
