There's truth to that statement but the articles about steel used for cans that food is in. We do need tariffs on foreign steel for reasons beyond just cans. We need more made here. Chinese steel is terrible.

What about what's in the cans , food made on farms, focus on that, how does the govt increase the cost of that?

But there many different uses for steel, all of which demand a different quality. If we want to use more high quality steel in applications where that will be a benefit, then it's good to have cheap steel around so the high quality steel doesn't get used up for things where it isn't needed.

Cheap shitty steel increases the availability of high quality steel.

Now we are going to use top end steel in canned goods, and it will hurt our ability to make machines we could export. Either by reducing the number we can make, or making them more expensive until some other country undercuts us. What country is likely to undercut that export. Probably the country that now has an excess of steel and can prototype cheap versions of things. You've just handed our existing export market to China.
