At this point, I don't even think it's tinfoil hat territory to point at this and wonder why they're wanting to encourage birth rates in a third world country with proven low IQ resulting from inbreeding, while simultaneously encouraging contraception in countries with well educated, highly paid populations.

They're trying to dumb down every job so that it can be filled by a cheap, foreign replacement, regardless of culture, education or ideology.
And then once you can do that, those jobs can probably just be automated away with AI and robots.
After all, a tax on contraception isn't generating economy-sustaining revenues.
