It's as if they had advice from US intelligence for government officials to avoid that area. Follow that up with conspiracy theories that are so crazy that many will think there was no conspiracy, (though there obviously was a conspiracy whereby US intelligence knew it was planned and admitted to it later merely by saying that they had so many reports they didn't know which one to believe, which is obviously ridiculous).
Yep - most bills since then have had names that meant the opposite of what they've done. Americans don't understand irony, so they've called the names 'quirky':
Patriot Act (2001) - vastly expanded the federal government's authority to conduct domestic spying on everyday citizens
Clear Skies Act (2002) - as proposed - would have significantly weakened the existing Clean Air Act and allowed power plants to emit millions of tons more pollution.
Healthy Forests Initiative (2003) - allowed commercial timber companies to cut down more trees in formerly protected National Forests.
REINS Act - a Republican-led bill currently proposed to scale back executive authority, though what it would actually do is deregulate traditional government procedures and allow for additional corruption.
FAIR Act - would give federal employees a 3.3% pay raise, and a 1% locality pay raise.
SAVE America Act - proposed by Republicans to remove as many as 21 million voters from the midterm election.

It's not that they didn't know what to believe. The different departments didn't talk to each other and therefore couldn't connect the dots.
