It's because of the Americans with Disabilities Act (1990 and 2010). Academic institutions are required to appoint staff to assess students and give them options to spend more time on exams, take breaks, be late to class, record lectures, bring a tutor to class, misspell words, write with bad grammar, etc. Teachers are allowed to determine what is the appropriate amount of support. At the end of the day, the students are supposed to complete the work at the appropriate cognitive level, at the expense of the teachers' time. So what's the big deal? If it's political, in the US there have been federal efforts since 2017 to reduce compliance with the ADA and DEIA (Diversity, Equity, Inclusion, and Accessibility) and to cut associated budgets. So a few more yeaars of the Trump administration could finally destroy the efficacy of the ADA and DEIA.
