We realized that fighting the people not really responsible for 9/11 20 years after the fact when we have already killed bin laden has no strategic benefit. And that we need leverage in the area where there is contest for connectivity between China to the west and Russia to the south. Not that we care for one side over the other, but it gives us more carrots and sticks to use with large players to be able to be able to put a gram on one side of the scale or other.
