I had some issues with the host. Likely all of these problems are related. The main server process went into a zombie/defunct mode and could not be killed. It was still tying up ports. There was no option but to restart the server. Well it wasn't booting properly. It looked like maybe there was some connectivity issues with a foreign volume because detaching that allowed it to boot but re-attaching it was finicky and the mount operation seemed to hang and so did fsck.
But now checking back it seems to be functioning ok.
