"You can vote now so we can conscript you." Seeing as voting doesn't do anything I don't think that's a fair trade. Just like government to determine the terms of a deal after the "deal" has already happened and it's agreed to by the abstract "society" rather than an actual agent with the capacity to say no or withhold for different terms. Government speaks for society and society agrees the deal is fair.

Napoleon used this technique and others in order to wage war on a scale that had never existed before. Wars were capped at about 30k a side before Levée en masse.
I had never really known much about the Napoleonic Wars before, but world wars wouldn't be possible without Napoleon's contributions to the escalation of warfare.
Only he was really giving his people a raw deal, the others had to follow suit or submit to Napoleon's rule, where they'd face mass conscription anyways.
