"You can vote now so we can conscript you." Seeing as voting doesn't do anything I don't think that's a fair trade. Just like government to determine the terms of a deal after the "deal" has already happened and it's agreed to by the abstract "society" rather than an actual agent with the capacity to say no or withhold for different terms. Government speaks for society and society agrees the deal is fair.
