To be a bit more precise, you have a repeat offender problem, exacerbated by "racial justice." The ratios and per-capitas may not have been great in the late 90s/early 00s, but not many people were arguing about race stats back then, because we had a lower tolerance for violent crime.
Same basic shit is happening in Canada, too. We don't get the shooting sprees, and maybe that has to do with anti-gun culture here. But I think either system can actually work if you actually put violent offenders in prison.
There's rehab too, but that's a whole other issue nobody wants to talk about, because it would probably involve labour of some kind, and that's taboo.
