HP wants to ship 40% of their laptops with Pop! OS, which is a Linux distro. They want to make getting the same laptop with Windows a $70 upcharge. This saves them $180 in licensing costs with Microsoft and allows them to deliver a faster computer on cheaper hardware which will save them money on the hardware side. It also means they don't have to throw out platforms they've already developed that don't meet Windows 11's targets.
Dell has already communicated an interest to do something similar. All the manufacturers are in basically the same boat as HP, so if HPs plan goes well, pretty much every company is going to do the same.
But the video is AI, which means it took zero effort to make the video. So who knows how much effort went into research. Maybe none.
