Keir Starmer, the UK Prime Minister and Labour Party leader, has not actively "blocked a ban" but rather declined to support a Private Member's Bill that would outlaw first-cousin marriages, effectively preventing the legislation from progressing in Parliament.
During Prime Minister's Questions, when challenged on the issue, Starmer acknowledged the health risks associated with the practice, stating, "First-cousin marriages are high risk and unsafe; we see the genetic defects it causes, the harm that it causes".
However, he stopped short of backing the proposed bill, signaling that the Labour government would not use its whipping system to ensure the bill's passage. (A Private Member's Bill often requires government support or a lack of opposition to move forward in the parliamentary process.)
The Marriage (Prohibited Degrees of Relationship) Bill - was introduced by a Conservative MP, Richard Holden, and its progress has stalled without government backing. If you'd like to know more about what's wrong with the bill, here it is: https://bills.parliament.uk/bills/3907/publications Also, why would Labour support this kind of poorly-written bill from the Tories?

A much better Bill can be written in this case.
