You forget to include the benefit of destabilizing the Maduro regime by starving it of income in your cost/benefit analysis.

Vz has already been found guilty of confiscating assets and has been ordered to pay for them. The tanker confiscations are the “other consequences, internationally” that Vz is facing for its actions.
