The problem with this in analogy to Europe is it doesn't make sense to consolidate to a few towns when you are still over half the population. The ratios just aren't the same as South Africa. You can't give up on 90% of a country just because %40 of you are black. Though the counter argument is that why is it there is demographic annihilation as a certainty in such a situation, because they have so much higher reproductive rates than us when living in a system run by us and the standard of living that our management offers. So then maybe you do have to triage some control just to put them back into living within their own control which is ironically one of the best population controls you can give them.
