Is that a question? If so, yes. Multiple ways. First they are the ones to lied to the romans to bring charges of insurrection against Jesus. Second when the Romans defered to the crowd, by democracy the jews decided to kill Jesus. They applied their agency toward his death.
Now the Romans also killed Jesus. They chose to listen to the jews charges. Even when they suspected the jews charges were not legitimate they still moved forward. They irresponsibly defered to democracy on a matter where they should have just applied their own better judgement. They physically committed the act of killing him. They also allowed themselves to fear a revolt and killed an innocent man over their cowardice.
The correct answer is both killed Jesus. Jesus's death was a poetic analogy carried out in reality of all the world's injustice. A lot of the world's injustice is brought about by a combination of lying, ignorance, pride, indifference, protection of one's sense of power. So Jesus's death was dependent on all of those things both in the jews and in the Romans.

But the "Plot Twist" is that Jesus was on Earth specifically to die. Jesus was to be offered up, as expiation (repayment) for the Sin that was committed in the Garden of Eden by Adam & Eve. Without the Sacrifice that Jesus made, Heaven would still be closed off to all of Humanity. The Crucifixion could have easily been prevented or averted by Jesus, and/or God. It needed to happen, for our sake. Think about the Love that God & Jesus had to go through that to right a mistake that two mortals made. So many of us have no idea what Jesus did for us, and they trash him! It's SO wrong, that we choose to show Him such disrespect, in light of what he did for US.
