No one should ever pay for media ever. If it isn't worth producing without pay don't produce it. People shouldn't even pay for media voluntarily because you end up with grifters.
Media is non-scarce. It can be duplicated and stored forever. There is no shortage of media. So society doesn't really need economic incentives to create new media. Creativity will continue to make some level of new media on its own and besides that we have everything ever made in the 80s.
"But we need copyright or some other way to monetize or I can't keep making media for you guys." Yeah, fine. That's ok.
