Just a hypothesis - I mean comments and upvotes are stored in some database, and we can't create new upvotes. So the sane thing to assume is vote database can't accept new records for some reason (maybe not enough space? or not enough space for some log?) Comment issue is stranger - you can see them in user profiles, but they are not shown in posts, they also generate notifications for post authors. So the db explanation wouldn't work here.
I recall that on Reddit there was a different server for messages, whereas another server managed posts and comments (not sure if comments were on a different server). Regardless, it's likely that different databasses keep track of messages, comments and posts. For that reason, Saiditors can still get messages (also when comments are made), but the database of post comments has possibly reached its limit. The posts database is smaller and still visible. A malfuctioning post comment database has stalled the vote calculator.
Reddit's frontend uses React, a JavaScript library for the user interface; and uses TypeScript, a language that adds static typing to JavaScript for better code reliability; while also using HTML5 and CSS3 for the fundamental structure and styling of the web page.
Reddit's backend has been mainly Python, with its Pyramid framework.

I was trying to figure out what people meant by comments hidden because I was seeing them. It looks like they are visible if you are logged out and invisible if you are logged in. Or it's slightly more complicated than that because when logged out some posts have comments and some don't.
I'm sure someone can play around with it and figure out the pattern.
